Abstract

Cybercrime has become a significant threat to national and individual security, especially in the increasingly complex digital era. This study aims to analyze the development of cybercrime law in Indonesia and the prospect of strengthening its legal framework based on international practices. The study identifies key challenges, such as the lack of regulatory harmonization, limited capacity of law enforcement, and the lack of digital literacy of the public. Based on the literature analysis, it is found that regulations such as the ITE Law still face implementation barriers, especially in addressing transnational crimes and personal data protection. From an international perspective, Indonesia can draw lessons from conventions such as the Budapest Convention, strengthening collaboration with international institutions, and implementing more effective data protection mechanisms. Developing online arbitration and increasing digital forensic capacity are strategic steps in dealing with cybercrime. This study concludes that strengthening cybercrime law in Indonesia requires a comprehensive approach that includes technological adaptation, global cooperation, and increased public awareness. This research contributes to providing strategic recommendations for policymakers to create a resilient legal ecosystem in the digital era.
