Advancement of Quality Human Resources Potential Within University Structures, Cultures, and Administration

This study explores how universities navigate the challenges of managing academic and administrative talent under the constraints of existing structural, cultural, and administrative barriers within higher education systems. The analysis finds that fragmented policies, resistance to change, and delayed digital transformation present primary obstacles in effectively identifying, developing, and deploying highly qualified human resources. The lack of cohesion between leadership vision and talent management frameworks slows career development processes and often fails to address institutional strategic needs. Information opacity, subjective performance assessments, and bureaucratic cultures exacerbate these challenges, leading to reduced opportunities for organizational innovation and improvement. The study emphasizes the necessity of executive commitment, strengthening of digital human resource systems, and the implementation of collaborative work cultures that foster openness and merit-based career progression. The recommendations underline that each higher education institution must pursue systemic transformation by positioning the cultivation of high-quality human resources as a top priority for meeting the ongoing demands of the global higher education landscape. Through this approach, institutional excellence can be achieved via accurate mapping, development, and thoughtful engagement of talent to face the demands of changing times.
